Outgoing mail
Sorting inbound mail does not finish the job. Processed letters, flats, and parcels become outbound demand. The plant may keep a small residue. A larger pile still inside at day end fails outbound clearance and drains Government Satisfaction.
Where each piece goes

Scanning a stop does not clear mail that is still in the building.
Outgoing Mail Bin
Place it only in a Customer Service zone. Counter drop-offs and processed hub mail land here. The bin is ready to haul when a batch fills a mail-bin load, the bin is full, or the lobby counter has closed. Clerks (or you, while possessing one) stage that cargo on the dock. The driver only loads what is already staged. They do not walk inside and sort. See Containers and trucks and Possessing staff.
Daily clearance
Outbound clearance is one line of the daily grade, next to processed and delivered quotas, backlog, labor, budget (a non-negative balance), customer satisfaction, and mail quality. Letter grades run A to F. Missed targets drain Government Satisfaction. In Story mode that can revoke your license. Sundays waive SLAs: no intake pressure, and no grade swing or government drain.
There is no separate "missed the 17:30 truck" failure flag. If the truck leaves without the mail, the pieces stay in the bin or the plant and can fail clearance at day end.
